New Marine Precinct Development – Palikoulo, Vanuatu

Palikoulo benefits from a prime geographical location, situated in close proximity to productive fishing grounds

 

The construction of a new mini cruise ship terminal in Palikoulo, Vanuatu would have significant economic, cultural, and tourism-related benefits. It would stimulate the local economy, enhance tourism infrastructure, promote cultural exchange, diversify tourism offerings, and increase international exposure for the region. Such a development would contribute to the sustainable growth and long-term prosperity of Palikoulo and its surrounding areas.

 

The area boasts rich marine biodiversity and abundant fish stocks, making it highly attractive for the existing commercial trawler fleet.

 

By establishing a world class commercial marine facility with fuel services on this site, the existing trawler fleet can significantly reduce travel time and costs, therefore optimising their operations.

 

For the site to become usable as a commercial marine berthing venture, it will require further analysis and affect of:

Seabed conditions
• Water depths
• Site surveys

• Dredging
• Bank stabilization (possibly sheet piling) and/or;
• Rock groin placement
• Shore based infrastructure works to support       

   power, water & fuel utilities.

Being a Green Field site, the location provides endless possibilities to incorporate numerous marine berthing applications.

 

We are Proposing four different marine berthing facilities in four different locations, all of which will require various degrees of shore based earth works to support the marine based installations.

Site 1 - Mini Cruise Ship Terminal

It is proposed that a floating or fixed structure be installed on the northern end of the proposed site, just south of the Old Fishery location, to support the landing of mini cruise ships to the area.


This structure will be installed for the exclusive use of these mini cruise ships and their tender vessels to ferry passengers to and from the resort area.

 

Being a “One of its Kind” in the area, this new docking facility would bring numerous benefits to the local community and the region as a whole. Some of these benefits include:


1. Boost to the local economy:
The terminal will instantaneously increase economic activity not just to the immediate marine precinct but to the general area as a whole. Visitors arriving on cruise ships tend to spend money on local goods and services such as accommodation, dining, shopping and shore-based excursions, providing a significant boost to the local economy. This influx of tourism spending would create job opportunities, stimulate entrepreneurship, and contribute to the overall prosperity of the community.

 

2. Enhanced tourism infrastructure:
Any such facility would require the development of supporting infrastructure such as roads, utilities, and transportation services. These improvements would not only benefit cruise ship passengers but also enhance the overall tourism infrastructure in Palikoulo. Site 2 - Commercial Marina Precinct & Slipway

The installation of a commercial marina and slipways in Palikoulo to cater to the needs of the commercial trawler fleet holds immense potential for success.

 

Palikoulo's strategic location, favourable maritime conditions, and a growing demand for commercial fishing services make it an ideal choice for this venture.

 

In this brief, we will outline the key reasons why such an investment is poised to thrive and benefit both the local economy and the commercial trawler industry.


1. Prime Geographical Location:
Palikoulo benefits from a prime geographical location, situated in close proximity to productive fishing grounds. The area boasts rich marine biodiversity and abundant fish stocks, making it highly attractive for the existing commercial trawler fleet. By establishing a world class commercial marine facility with fuel services on this site, the existing trawler fleet can significantly reduce travel time and costs, therefore optimising their operations.

A dedicated super yacht layover berth or tourist operator berth in Palikoulo would bring numerous benefits to the area.

The presence of a dedicated super yacht berth or tourist operator berth would attract high-end tourism, bringing in affluent visitors who spend money on accommodation, dining, shopping, and local experiences.

 

This increased tourism would stimulate the local economy and generate revenue for businesses in Palikoulo.

The establishment of a dedicated berth would create employment opportunities for the local community. Jobs would be generated in various sectors, including yacht services, hospitality, tour guiding, transportation, and maintenance.

Site Four will be the “Jewel in the Crown”, transforming Palikoulo into a World-Class Marina Facility whereby unlocking the areas potential, ensuring commercial viability.

 

Palikoulo, with its breathtaking natural beauty and strategic location, holds immense potential for establishing a world-class marina that incorporates super yacht facilities.

 

Such a project promises to bring substantial benefits to the area while also presenting a commercially viable opportunity.

 

A “State of the Art World Class Marina” will bring the following benefits not just to Palikoulo but to the greater community:


1. Boost to Tourism:
By creating a world-class marina, it is envisaged Palikoulo Marina would attract a significant influx of international tourists, sailing enthusiasts, and luxury yacht owners.

 

The marina's state or the art facilities coupled with Palikoulo's picturesque landscapes and nearby attractions, would position the area as a premier destination for local and international travellers seeking a unique and luxurious maritime experience.

BUDGET CONSIDERATION

Being a Green Field Site, there are numerous budget considerations that need to be addressed.

 

From experience and without taking into consideration any local supply constraints or conditions, we can provide the following Budget Costs Estimates on an all care no responsibility basis for the marine berthing facilities:
 

SITE 1 – MINI CRUISE SHIP TERMINAL
• Floating Pontoon to service mini cruise ships to

Allowance of AUD$8,000,000 - $9,000,000

 

SITE 2 – COMMERCIAL MARINA PRECINCT

& SLIPWAYS
• Floating Pontoons to service commercial trawler

• Upgrade of existing slipways
• Installation of commercial fuel services

 

Allowance of AUD $4,000,000 plus
Shore based slipway upgrade of AUD $1,000,000

SITE 3 – DEDICATED SUPER YACHT LAYOVER AREA AND/OR TOUR OPERATORS

• Floating Pontoons to service Super Yachts and/or

  Tourist operators
• Fixed walkway around existing sunken ship

 

Allowance of AUD $6,000,000
 

SITE 4 – RECREATIONAL MARINA PRECINCT SERVICING SUPER YACHTS


• Floating Pontoons to service Recreational & Super

  Yacht Vessels
Allowance of AUD $10,000,000

 

PLUS
• Dredging of Harbour of AUD $8,000,000
• Sheet pile retaining work of AUD $9,000,000
• Rock wall wave protection of AUD $10,000,000


SITE MANAGEMENT
Once the project has been designed and a detailed feasibility study can be completed, GCMarine herby requests to have First Right of Refusal to manage one or all of the marine facilities including but not limited to:


Mini cruise ship terminal,
Commercial marine precinct
Including slipway
Including fuel services
Super Yacht/Tourist Operator berths
Recreational and Super Yacht marina facility
Water sports facilities


Total Investment Estimated at:

AUD $57,000,000 - $60,000,000 +/- 10%


Based on todays development costs

ROLLOUT
It is anticipated that to complete all four (4) marine berthing sites, it would take approximately 3 years and this should be staged accordingly to reflect cash flow and revenue.
